He puts the issue out first on the APIS-L mailing list as a 'beta' version, allowing the subscribers a chance to comment and critique. He then produces a printed version for distribution in Florida. The APIS-L should be confined to specific discussion of the items from his newsletter, with more general beekeeping discussions being directed to BEE-L.
