NATIONAL BEEKEEPERS ASSOCIATION OF NEW ZEALAND (INC.) MINUTES of a meeting of the National Beekeepers Association Executive, held in Christchurch (at the Federated Farmers Office - 78 Armagh Street) on 26 October 1999 at 10am PRESENT: Terry Gavin (Chair), Don Bell, Tony Taiaroa, Lin McKenzie, Jane Lorimer, Rhys Chesterman (acting secretary) APOLOGIES: There were no apologies. START/FINISH TIME: The meeting started at 10am. The meeting is expected to finish at 4:45pm MINUTES OF THE LAST MEETING: It was resolved that the minutes of the (last) September meeting (held on 6, 7 & 8 September 1999 at the Airport Hotel in Wellington) were taken as read. McKenzie/Bell - CARRIED MATTERS ARISING: Bad Debts: These will be dealt with when discussing finances. Animal Products Act and Food Safety: Catherine Petrey will frame a submission with regard to these issues on behalf of the Beekeepers Association. FINANCES It was suggested that Lin McKenzie make immediate contact with Josephine Lewis (Wellington - Federated Farmers) to determine how far she was into completing the audit of the National Beekeepers Association. In particular we require some indication of our current position in terms of assets and likely expenses. OUTCOME: Josephine had not received any financial statements or correspondence from Harry Brown (former Executive Secretary) so was unable to answer. It was moved that the cheque numbers 000630 - 000650 (recorded in the last minutes as being from July 1999 and which were left to lie on the table) be approved Bell/Taiaroa - CARRIED It was moved that cheque numbers 500301 - 500329 be approved Bell/Taiaroa - CARRIED It was moved that any two of Josephine Lewis, Tony St. Clair and Catherine Petrey be nominated and appointed as joint cheque signatories to the National Beekeepers Association. Bell/Taiaroa - CARRIED It was moved that this meeting authorises Terry Gavin to finalise the appointment (of either Bruce Cottrill or Josephine Lewis) as the Executive Secretary to the National Beekeepers Association. McKenzie/Taiaroa - CARRIED SUB COMMITTEES Terms of Reference have been written in draft form. Don Bell presented three papers to: 1. The NBA Structural Review Committee 2. The Honey Bee Status Investigation Committee 3. The NBA Exotic Bee Disease Research Committee These have been agreed to in principle, however the drafts will be sent to the committee first inviting them to consider the Terms of Reference and make comments and/or recommendations to the Executive. Tony Taiaroa will retype them so as to improve their appearance first. SERVICE PROVIDERS Proposed process for review of the National Beekeepers Association administration services for the year 2000: This will proceed as outlined in the June Beekeeper Magazine. It was agreed by the Executive that Lin McKenzie and Tony Taiaroa be authorised to complete the process to the point where the consultants recommendations are received. Consideration of the consultant's reports will be from the Executive. Meeting adjourned at 12:20pm Meeting reconvened at 12:45pm SURFACTANT REPORT Bee Toxicity of Pesticide Surfactants: It has been reported that residues from surfactants in some pesticide formulations are causing bee deaths. The definition of a 'pesticide' in the Pesticides Act suggests that surfactants have never been registered as pesticides. It would require an order in Council for (on the recommendation of the Pesticides Board) for the Governor General to declare these substances to be pesticides. ERMA would have a clear responsibility once the HSNO Act 1996 becomes fully implemented, and so this matter could be referred to them for future action. However in the interim it would appear that any action taken would be voluntary. Perhaps an 0800 number should be set up to help assist confused beekeepers. It was stated by Lin McKenzie that he will investigate this. Don Bell will put a recommendation forward at the (Canterbury) Branch meeting tonight - that we print off a number of copies of the following publication on a cost recovery basis: Effect of surfactants used with fungicides, herbicides and insecticides on honey bee mortality by Dr. RM Goodwin and HM McBrydie - June 1999. EU TESTING Discussions need to be held with John Lee and his team whether the EU testing can be used as residue testing required under the Animal Products Act. It was stated that Terry Gavin will follow this up. Testing of Phennol: It was accepted that: 1. Terry Gavin will approach Agri Qulaity in Wallaceville 2. Jane Lorimer will approach Dr. Peter Molland at the University of Waikato 3. Lin McKenzie will organise 10 samples. IMPORT STANDARDS FOR BEE PRODUCTS Government is preparing import standards for bee products and will present NBA with a draft proposal early in the new year for our input. AUSTRALIAN HONEY FOUND IN A NORTH ISLAND SHOP It was stated that Terry Gavin will contact the enforcement unit tomorrow to determine and clarify the situation. DATA BASE RECONCILIATION In reply to the emails from Messrs. Stevenson and Wallingford re. the NBA Database by the then Vice President Terry Gavin. It is correctly stated that Mr. Gavin did authorise the release of the database on the clear understanding that it was to be forwarded to David McMillan, MAF Invermay who would, it had been agreed by the Executive be undertaking, with Bruce, the reconciliation of the NBA database and the MAF Apary register. The Executive Secretary subsequently arranged for the database to be forwarded direct to Mr. McMillan and this was done. Contrary to these recent statements, Mr. Gavin did not approve the release of the data base to Mr. Wallingford. RESIGNATIONS The executive have agreed to accept the resignations of Bruce Stevenson and Gerrit Hyink. VICE PRESIDENT The Chairperson has the power to delegate a vice president. As such, the vice president's role may be delegated by the Chairperson is he/she sees fit. DATA BASE It was moved that copies of the data base report be circulated amongst the executive and comments will be received via telephone, before it is released further.
